1. What is CT Alert ENS?

The Connecticut Emergency Alerting and Notification System (or CT Alert ENS) allows emergency services personnel to notify residents and businesses about a potential emergency circumstance. This system uses the 911 database and citizen opt-in data that residents voluntarily provide (phone numbers, email addresses, etc.).

Connecticut State Statute dictates that CT Alert ENS E911 database can only be used for life-threatening situations. However, the Trumbull Citizen Alert system can be used for non-life-threatening situations.

2. How do I sign up to receive notifications via CT Alert ENS?

To receive notifications, visit the Connecticut Emergency Alert and Notification System website and follow the instructions.

3. I have an unlisted phone number. Is this number included in the CT Alert ENS database?

Yes. Your listed and unlisted land-line phone numbers are automatically included in the CT Alert ENS database. If you wish to include your cell phone, you can register an account at the Connecticut Emergency Alert and Notification System website.

4. Can I receive alerts via email and my mobile phone?

Yes. CT Alert ENS will send alerts to these devices.

5. I have a business in Trumbull. Can I add my contact information in order to receive alert notifications?

Yes. In the case an alert message is sent out to the entire town or to the geographic area in which your business is located, you will receive it.

6. Will I be able to update my information after I have initially submitted it?

Yes, you can return to the CT Alert ENS website to update your profile.

Food Pantry

1. How can I make donations to the Trumbull Food Pantry?

Food donations are gratefully accepted, but they need to be pre-arranged with staff.  More information and a list of food needs can be found on our webpage.

Donations in the form of cash or gift cards (Stop and Shop, Big Y, Target, Walmart, etc.) will ensure that families receive the help they need. Monetary donations are also welcome.  Contributions are accepted by mail to the Department of Human Services 23 Priscilla Place Trumbull, CT  06611.  Please make checks payable to “Trumbull Human Services,” memo line is optional: food pantry, emergency financial assistance, or lunch program. 100% of your donation goes directly to helping meet the basic needs of Trumbull Residents.

2. What are the Pantry hours?

The Trumbull Food Pantry is open on Monday, Tuesday and Thursday 9:30am-4:00pm.  Appointments are required. Please call ahead for donation drop off. 

3. Who can shop at the Trumbull Food Pantry?

The Pantry is available to all Trumbull residents who meet income guidelines or are facing food insecurity. We do not turn anyone away.  We encourage residents to reach out who may be facing an unexpected circumstance such as a layoff or illness. During difficult times, we want to reduce the stress our families face by meeting a basic need.

4. How do residents access the Pantry?

The Pantry is located at the rear of The Center at Priscilla Place. Shopping is by appointment only to ensure the confidentiality of all shoppers.

5. How often can residents visit the Pantry?

Residents may shop once a calendar month for shelf stable items and personal care items and can shop weekly for fresh produce and bagels. Exceptions can always be made.

Yes, please come to our office to obtain a pass for your nanny/babysitter. They will need a parking and a pool pass for entrance into the pools.

2. Can I bring guests to the pool?

Yes! Each household is allowed up to 5 guests per season.   Every guest, regardless of age, will require a guest pass.  Please come to the office to get your guest passes. A license will be required as proof of residency.

Guests must be accompanied by the resident sponsor at all times.

Police - Consumer Protection

1. I hired a Home Improvement contractor who started work at my home but never finished. What can I do?

You can contact the Connecticut Department of Consumer Protection at 860-713-6110. You can also contact the Trumbull Police Department at 203-261-3665. Please have all paperwork associated with the home improvement available.

If you do not have a written contract with a '3 day right of cancellation' on the contract or the contractor is not licensed, you may be the victim of a home improvement fraud.

If the contractor is licensed with the State and you have a valid contract, this may be a civil matter and not criminal. We will be more than willing to review the paperwork and guide you in the proper course of action.

Police - Parking Violation

1. I received a Parking Violation, can I contest it?

Yes. A request for a Waiver application for a Parking Violation must be made within the 14-day timeframe for payment of violation. Waiver Applications are available at the Trumbull Police Department. Download a Waiver Application form (PDF).

A request for a Waiver Application does not automatically waive the violation. Any requests made after the 14-day timeframe is denied.

2. I am a Trumbull resident, yet I received a Parking Ticket for parking in the Town parks; why?

While entrance to all Trumbull Parks is open to the public, parking within the parks requires a Vehicle Parking Permit year-round. In accordance with the Parks and Recreation Commission regulations, Vehicle Parking Permits shall be issued to Trumbull Town residents at no cost. Vehicle registration will serve as proof of residency.

Trumbull residents and/or taxpayers who own vehicles paying taxes to a town other than Trumbull are considered Non-Residents. Non-Resident Parking Permits may be purchased for a fee of $112. Vehicle parking permits are stickers affixed to vehicles and are also often referred to as parking stickers or park stickers. Vehicles without current parking permits are subject to a $25 violation.

3. I forgot to display my Handicap Permit. What can I do?

Present your valid Handicap Permit, along with a completed waiver application (PDF), at the Trumbull Police Department within 48 hours of receipt of Parking Violation to have your ticket voided. Waiver applications may also be obtained at the Trumbull Police Department. However, any future violations of this nature will not be voided.

4. What procedure do I follow to have a Stop Sign installed in my neighborhood?

The Traffic Division will review your request and an on-site inspection will be conducted. Upon the recommendation of the Traffic officers, the request will be referred to the Police Commission for the final approval. One goal of the police department is to make your neighborhood safe and enjoyable for you and your family. Therefore, we encourage you to call us with your concerns at our main number, 203-261-3665, and ask for the Detective Bureau. Detectives will investigate all reports, keep all information confidential, and you will not be mentioned in any reports.

However, all complaints need to be corroborated and you may be asked for your name in the event the detective needs to contact you for additional information or to update the results of your concern.

Public Works - Large Item Pickup

1. When is the Large Item Pickup Program?

The Large Item Pickup Program runs from April through September.  Appointments are required.

2. How can I make an appointment for the Large Item Pickup Program?

Large Item Pickup is by appointment only. Each household may only schedule one pickup each year. Residents may schedule appointments using our Appointment Reservation System on the Large Item Pickup Program page or by calling the Department of Public Works at 203-452-5070 or 203-452-5071. 

Residents are encouraged to schedule appointments early because they fill up quickly.

Households are only allowed to reschedule their pickup appointment once. Requests to reschedule must be made at least one day prior to the originally scheduled pickup date.

Public Works - Leaf Pickup

1. When will leaf collection begin on my street?

Payloaders will remove larger piles of leaves first. Crews will follow payloader to finish clean up. Both phases many not occur on the same day.

3. Where should leaves be placed for leaf pickup?

Leaves must be placed on the lawn, at the edge of the curb - not in the roadway. Putting leaves on the pavement is subject to a $90 fine and creates dangerous conditions for vehicles and pedestrians. Leaf piles must be in an accessible location. Leaves will not be picked up if there are branches mixed in with your leaves. Branches will clog the leaf suckers. Do not deposit your leaves on someone else's property or vacant lot - unless you have the owner's permission.

4. I missed leaf collection on my street. Can I still have my leaves picked up?

Loose leaf collection will be done only once on each street.

Residents may request bagged leaf pickup at any time, and as many times as needed, during the Town's Loose Leaf Pickup Program. See the Bagged Leaf Collection section on the Leaf Pickup Program page  for additional information. All leaves must be in paper bags. Plastic bags will not be picked up.

Public Works - Sewers / Water Pollution Control Authority (WPCA)

1. What are the current Water Pollution Control Authority (WPCA)/Sewer user rates?

Unit Charged

The residential Water Pollution Control Authority (WPCA) User Rate per Centum Cubic Feet (CCF) for Fiscal 2023-2024 is $6.478 A single fixed residential Unit Charge of $34.000 per quarter is billed every resident with access to the sewer system. Residents not connected are not exempt from this cost.

Measuring Consumption

The number of CCFs each dwelling generates is determined by the amount of water coming into the house. That consumption is measured by their water meters and billed quarterly. The consumption plus the Unit Charge determines the total sewer user bill.

Example: Water consumption of 21 CCF multiplied $6.478 equals $136.038 plus the Unit Charge $34.00 equals $170.038 for the quarter.

Estimated Cost

The estimated cost to Bridgeport for Sewage Treatment: $7,443,080.00 is based on an estimated consumption of 1,100,000 CCF.

Sewer Service Breakdown

Approximately 65% of the Town of Trumbull has sanitary sewer service.

2. What was the town's most recent sewer project?

The most recent sewer expansion project was in North Nichols. It was labeled Phase IV - Part B. Contract IV. It will provided sewer service to 862 residents. The assessments were determined by the actual construction, engineering and administrative costs for this project. The amount assessed is payable over 20 years at an interest rate of 2.75%.

Public Works - Snow Removal

2. Will the Town fix a mailbox that has been damaged during snow removal?

The Town of Trumbull will replace a damaged mailbox and/or post at no cost to the homeowner if damage to the mailbox has occurred as a result of ACTUAL CONTACT between the plow or plowing vehicle. If the damage to the mailbox occurs as a result of the weight of the snow and/or ice contacting the mailbox, then the homeowner shall be responsible for such repairs and/or replacement.

3. What is a parking ban?

A parking ban is often declared during winter storms to allow the Town to efficiently remove snow from the roadways. During the parking ban, all vehicles must be removed from being parked on all streets. 

Vehicles parked on the street may be ticketed and towed at the owner’s expense. If your vehicle is towed due to a parking ban violation, contact the Trumbull Police Department at (203) 261-3665 to find out which tow company was used and how to reclaim your vehicle.

Tax Assessor - Revaluation

1. Why is Trumbull undertaking a revaluation now?

Pursuant to the provisions of Section 12-62 of the State of Connecticut General Statutes and Connecticut Public Act 09-60, legislation requires that Trumbull conducts a revaluation for the October 1, 2021 Grand List. 

2. What is a revaluation?

A Revaluation is the process of conducting a Market Analysis necessary to equalize the values of all properties within a municipality for the purpose of a fair distribution of the tax burden. All residential, commercial, apartments, industrial, vacant land, churches, school buildings and all other real estate will be revalued. The purpose of revaluation is to correct assessment inequities that have developed since the implementation of a previous (2015) revaluation, ensuring an equitable distribution of the property tax burden among taxpayers. 

3. When will the revaluation take effect?

The revaluation will be effective as of the October 1, 2021 Grand List. Tax bills issued in July 2022 will be based upon the new October 1, 2021 assessments.

4. How will the Town revalue all property?

The Town has contracted with Municipal Valuation Services, Inc., to assist with the revaluation. Representatives of Municipal Valuation Services, Inc. (MVS) will also meet with the public to answer questions about the methods utilized and the resulting assessments.

5. How will property owners be notified of the new assessment?

Each property owner should receive an individual notice of the new assessment by mid January 2022.  NOTE: Exemptions (including senior benefits, veterans, disabled, etc.) are not reflected in your revaluation notice. 

6. How do I determine what my property has been appraised at (market value estimate)?

Take the October 1, 2021 assessed value notice, and divide by .70 to determine the appraised value of your property per the revaluation.  Example: $70,000 (October 1, 2021 assessment) ÷ .70 = $100,000 (Market Value appraisal as of October 1, 2021)

7. What should I do if I disagree with my new assessment/market value estimate?

If you feel that your estimated Market Value is incorrect, follow the instructions on your notice on how to schedule an appointment with MVS. You must receive a notice prior to scheduling an appointment, as there is information contained in the notice that will be required.

NOTE: Do not call or visit the Assessor’s office as appointments can only be made directly with MVS.

8. Is there a way to determine the accuracy of my assessment?

Yes. You may review the data that it was based on by going online at www.vgsi.com. At the top click on highlighted “Taxpayer Information”, click on “Online Database”, click on “Connecticut”, then click on “Trumbull” and “Enter online database”. You will be able to search by address to locate your property and review the information that your new assessment was based on.  You can also click on this link: https://gis.vgsi.com/trumbullct/Search.aspx. You may wish to compare your assessment with the assessment of similar homes in your neighborhood and throughout the Town. Finally, the website also provides a Sales search utility that is easy to navigate and is designed to help you find properties like yours that have sold within the past six months to a year.

9. How will I know if my assessment is equitable?

There are two good methods of determining this. First, compare your properties to similar properties that sold in the previous year. Your value should be in line with these sales prices. Second, if no recent sales are available, compare your assessment to other similar properties in your area using the Street Listing of Values available in the Assessor’s Office. Your value should be in line with these similar properties. Remember, very few properties are exactly alike. Your value should be comparable, but it seldom will be exactly the same as what seems to be similar property.

10. How is the tax (mill) rate established?

The Grand Levy is the amount of revenue in the Annual Town Budget, which must be raised by the property tax. The remaining balance is received from fees, state and federal assistance and miscellaneous revenue. The Grand List is a listing of all taxable properties located within the Town on October 1, of the grand list year. The property tax rate is expressed in mills or thousandths of a dollar. Example: A tax rate (mill rate) of 35.42 mills (Trumbull’s current mill rate), or .03542 expressed in decimal form, is equivalent to $35.42 of taxes per $1,000 of assessed value. The tax rate is determined by dividing the Grand Levy by the Grand List.  

11. How and when will my taxes be affected by this revaluation?

The revaluation will affect your tax bill. The amount of your new tax bill is calculated by multiplying your new assessment value times the new mill rate. Since the new mill rate will not be established until the budgetary process has been completed, it is not possible to estimate your new tax bill at this time.

Again, please DO NOT use the current Mill rate to try to estimate your new taxes as it is based on the 2020 Grand List period of 10/1/2020 to 9/30/2021. Until a total Grand List including new values of all taxable property classes is completed (real estate, motor vehicles, and personal property AND a new Fiscal Year 2022-2023 budget is formally adopted in late Spring 2022, the tax rate and property taxes cannot be determined.

NOTE: A new mill rate will not be determined until after the Town and School budgets have been finalized and approved by the Board of Finance in late Spring 2022.

12. What about Veterans, Elderly, and Totally Disabled Homeowners Programs?

Homeowners who currently qualify will be notified by mail in February 2022, if they are required to reapply. Any Tax Credits or Exemptions eligible to be received, will be deducted at tax billing time. Any vehicle that parks in a Town of Trumbull park requires a current year parking permit.

Parking permits are available at the Trumbull Parks and Recreation Department, 5892 Main Street. It is the Tellalian Building on the corner of Main Street and Church Hill Road and is open Monday through Friday from 9:00 AM to 5:00 PM

If you cannot get to the office during regular business hours, please mail a photo copy of your car registration and your license with a self-addressed stamped envelope and we will return a permit by mail. 1. Where can I obtain working papers?

• Working papers are issued from Trumbull High School’s main office throughout the year. Due to security protocol, you must have an appointment. In order to be eligible for working papers, you must meet the following requirements:
  • You must be 16 years old and show proof of age, this proof must be shown on a legal document such as a birth certificate, driver’s license, or passport. (If you are 18 years old or older you do not need working papers.)   • You must have a “Promise of Employment” letter which is provided by your future employer on their letterhead, stating your name, what type of position (cashier, stock clerk, etc.), rate of pay and number of hours you will be working weekly.

2. How do I become a Notary Public?

Request can be made in person or by mail, download and fill out the Marriage Certificate Copy Request Form (PDF), and the Death Certificate Copy Request Form (PDF) and review the following:

4. How do I apply for a dog license? How do I renew my dog's license?

Residents can register dog licenses with the Town Clerk’s office. Find instructions and additional information on the Dog License page. 

5. How do I obtain a copy of my child's birth certificate?

Per State Statute copies of birth certificates are restricted to certain individuals: person who is subject of birth certificate, parent, grandparent, grandchildren or guardian, if minor; spouse or children if over 18.

If you lived in Trumbull when your child was born, it is filed in the Town Clerk's office. You need to come in, fill out the paperwork or bring this Birth Certificate Copy Request Form (PDF) already completed, and have a valid driver's license. If photo identification is unavailable, originals or photocopies of 2 of the following documents may be substituted:

• Automobile registration
• Checking account deposit slip stating name and address
• Copy of utility bill showing name and address
• Social Security Card
• Written verification of identity from employer

Come to the Town Clerk's office, get a Trade Name Application, fill it out; bring it to the Zoning Enforcement officer in the Planning and Zoning office for approval. When that is done, bring it back to the Town Clerk's office for registration. Cost is $13.

7. What is the conveyance tax in Trumbull?

The conveyance tax is 0.25% of the purchase price of the property.

8. What do I need to do to obtain a marriage license?

You must get your license from the town in which the ceremony is to be performed.

Marriage licenses are issued through the Town Clerk’s office, any day the office is open up to half an hour before closing time. All Brides and Grooms must appear together by 4 p.m. to be sworn for their license. Payment is by cash or check only, no credit cards. Identification must be provided with current address to be used on the license.

• If you are under 16 years of age, consent is needed from the Judge of Probate.
• If you are under 18, parental or guardian consent is needed.

17. How do I arrange to get a pickup of large items?

18. What are the fees for recordings?

As of December 1, 2017, the charges to record a land record document are as follows:

• The $5 for each additional page and the $2 fee for conveyances over $2,000 remain the same.
• The Fee for filing a Foreclosed Property Registrations is $60
• The fee to record a document on the land records is $60 for the first page.
• Nominee (MERS) fees have not changed and will remain at the flat fee of $159 for Releases and Assignments (when Nominee is the Releasor/Grantor), and $159 plus $5 for each additional page for other Nominee (MERS) recordings.

Any document received for recording on December 1st is charged the new fee even if it was mailed and postmarked earlier. The statutes do not allow for an exception to the recording fee and all documents recorded in the month of December 2017 will be subject to the new fee and the revised allocation of funds.

19. Where do I obtain a Parks sticker for my car?

Visit the Recreation Department, call 203-452-5060, or go there with your car registration. New residents who have moved within Connecticut may also change the address on their Driver's License and Registration there.

1. How do I dispose of hazardous materials?

The Town holds a Household Hazardous Waste event every year, usually in October. Visit the Household Hazardous Waste page for additional information.

2. How do I dispose of light bulbs?

Fluorescent bulbs can be brought for recycling to the Transfer Station or to Home Depot. Incandescent bulbs can be thrown in the household trash.

3. How do I dispose of paint?

Water-based, as well as latex-based paint needs to be dried up with Speedi Dri or kitty litter, and then can be either thrown in your regular trash or brought to the Transfer Station. Oil-based paint should be taken to a Hazardous Waste Day event.

Per the Connecticut Paint Stewardship Program (Enacted July 1st, 2013), paint retailers offer year-round, free collection of latex, and oil-based paints. Please check with your paint provider for details. 

4. How do I dispose of tires?

You can take tires to the Transfer Station for a fee of $2.

5. Is there anything the Transfer Station will not accept?

The Transfer Station cannot accept:

6. What is Single Stream Recycling?

The town's Single Stream Recycling program allows residents to put all recyclable items in one single container without separation. It also added more items to the list of accepted recyclables. Residential recycling can either be collected curbside by a town-licensed hauler or taken to the Transfer Station. See the Single Stream Recycling (PDF) for more information.

If greater capacity is needed, additional Recycling Blue Bins may be purchased at the Highway Department for $12.

The Highway Deptartment is located at 366 Church Hill Road and is open between the hours of 7 a.m. and 3 p.m. For more information, telephone the Highway Department at 203-452-5070.

Motor oil, antifreeze and cooking oil are all accepted for recycling at the Transfer Station. These items are no longer accepted at the Highway Department.

• Motor Oil will be accepted at the Transfer Station from Trumbull residents only with a limit of 10 quarts per vehicle per week. Easton and Monroe residents must check with their respective Town Halls for recycling instructions.

10. Where can I dispose of leaves and brush?

Residents can bring leaves and brush to the Transfer Station. Leaves must be loose or in paper bags (no plastic bags) and tree limbs and logs must be no more than 4 feet long and 6 inches in diameter. Commercial Contractors must pay to dump at the Transfer station. The cost is: $8 for up to 125 pounds of trash or brush and $35 per load for loose leaves and $35 per Ton for an oversized truck. Credit/Debit cards only, NO cash is accepted.

The Transfer Station does not handle cash transactions. Payment must be made by credit/debit card only directly at the Transfer Station. Tickets are no longer being sold. 

16. Will the town remove debris after a storm?

The Town will pick up downed branches/trees if they’ve fallen in the street, which are moved to the side of the road by the Highway Department. Otherwise, you may make an appointment for your once-a-year bulk pick-up, a program which generally runs from April through September. The branches would need to be cut to within 4 feet in length and no larger than  inches wide pieces, bundled and stacked neatly and placed curbside.

17. Do I need to pay to use the Transfer Station?

Trumbull residents can bring household garbage and bulky items (i.e. furniture and mattresses), grass, appliances, leaves and brush (logs no longer than 4 feet) free of charge to the Transfer Station. Please recycle single stream recyclables, scrap metal, electronics, residential motor oil, residential cooking oil, antifreeze, fluorescent bulbs, all batteries, CD’s, audio and video cassettes in their designated areas. Demolition items require tickets, and tires are $2 each. Monroe and Easton residents must purchase tickets in their respective towns, in order to bring all items except recyclables to the transfer station.

No tickets are required for recyclables, scrap metal, electronics, batteries, residential motor oil, residential cooking oil, and antifreeze.

2. What is the Enhanced Tree Trimming (ETT) Program, what role does the Trumbull Tree Warden play in it and what rights do I have as a homeowner?

The Trumbull Tree Warden plays a vital role in the communication between the homeowner and their utility company. Under the law, the removal or pruning of trees in or around utility lines should only be performed by United Illuminating (UI) and Eversource contractors. All removals and pruning are performed to the specifications approved by our Tree Warden, who will issue permits on a tree-to-tree basis to UI and Eversource contractors to remove and clear electrical utility lines.

3. How does this system manage the risk of tree failure?

All recommendations made by the Trumbull Tree Warden are intended to reduce the risk of tree failure and hazardous conditions that public trees may pose. This process cannot eliminate such risk, especially in the event of a storm or any other “Act of God.”

4. Who do I contact if a tree is interfering with utility wires?

The United Illuminating utility company handles all work that has to deal with their wires. To report a tree trimming problem, please call United Illuminating at 800-722-5584. When you call, please have the following information ready:

It is vital that you do not attempt to trim the tree yourself. Serious injury or death could result.

5. Who do I contact about a Town tree that needs attention?

7. How are “Tree Service Requests” prioritized?

The Trumbull Tree Warden utilizes the International Society of Arboriculture (I.S.A.) standards for mitigation and American National Standard Institute’s (ANSI) A300 pruning practices as follows:

•  Extreme Risk: Trees, whole or in part, that are determined to be hazardous to the Public will be addressed as soon as possible.
•  High Risk: Trees that may be remediated as soon as practical.
•  Moderate Risk: Trees that may be mitigated when budget, work schedule or pruning cycle allows.
•  Low Risk: Trees that will be monitored, if appropriate, and if and when deemed necessary will be mitigated.

8. How long does it take for the Town to check a tree?

Most tree checks are completed within two weeks. The more urgent situations will be given priority.

9. How is tree work performed?

Before any tree work can be performed on private property, utility contractors must notify tree owners, except under certain easement conditions. Door hanger notifications are provided when tree owners are not home. For work on public property, the appropriate highway official or municipal tree warden generally grants permission.

Eversource and UI undertake two types of tree work:

1. Scheduled Maintenance Trimming (SMT) is performed on a regular basis area, with a goal of trimming roughly 15 to 25 percent of circuits every year. The clearance required for SMT is eight feet on sides, 10 below, and 15 feet above the line.
2.  Enhanced Tree Trimming (ETT) is higher-priority tree trimming and involves work closer to substations that would potentially impact more customers. ETT protects the "backbone" of the electrical distribution system and requires clearances of eight feet on the sides, 10 feet below and removal of all overhanging limbs whenever possible or a minimum of 20 feet above the line.

Trees that are decayed, insect-infested, damaged or structurally weak may be removed.

Small trees and saplings that are capable of growing into the conductors are normally removed before they grow tall enough to interfere with the lines.

Limbs are pruned using a tree-care industry technique known as “target pruning”. Each limb is pruned back to a point where it meets the branch collar so that the pruning cut will callous over and prevent decay of the pruning wound.

10. If a private tree falls into the Town "Right-of-Ways" property line, who is responsible for its removal?

When a tree falls from private property into a town road or into the “Right-of-Ways” the town will remove all the branches and wood within the “Right-of-Ways” up to the property line to allow movement of traffic for the public and emergency vehicles. The town will remove materials within the “Right-of Way” as soon as possible, however, during storm events the town may temporarily push the tree or its branches to the side of the road until further clean up becomes practicable.

11. If the Town cuts down a tree in front of my house, can I keep the wood?

Yes. Just provide the Town with sufficient notice of your intention by contacting the Highway Department by calling 203-452-5070.

12. The Town of Trumbull removed a tree from our property and left the trunk, why?

The Town of Trumbull will regularly mitigate a hazardous tree and leave the larger portions to be cut and removed at a later date when Department of Public Works crews are available to assist. Logs or debris must be left in a safe location, not to pose a risk or hazard to the safety and well-being of the public.

13. Can a resident oppose the removal of a tree under the Enhanced Tree Trimming (ETT) Program?

There are certain safety circumstances that the law allows the electric company to trim or remove a tree without notifying the property owner, with the Public Utilities Regulatory Authority (PURA) making the final decision in most cases.

If the ETT assessment recommends that a tree be removed, the property owner has the right to object and is under no obligation to sign off on the removal recommendation. The property owner may request that a tree only be pruned if  said pruning will satisfy the maintenance and safety requirements of the utility provider.

• Trees that are decayed, insect-infested, damaged or structurally weak may be removed without notifying the property owner.
• Small trees and saplings that are capable of growing into the conductors are normally removed before they grow tall enough to interfere with the lines.

14. What is happening to the Ash trees?

The problems associated with the decline of Ash trees within the state is twofold; Initially a disease commonly called “Ash Yellow” severely weakened the stands within the state’s forested areas only to be followed by the introduction of an invasive insect call Emerald Ash Borer about a decade ago.

At this time it has fully matured within our natural stands and we are now experiencing mass failure.

Unfortunately this is not reversible and will result in the virtual elimination of the ash tree from our forests as did similar events of decades past with the Chestnuts and American Elm trees.

Trumbull's Special Needs Awareness Program (T-SNAP)

1. What are special needs?

Special Needs

In regards to T-SNAP, special needs are health issues or other circumstance which you feel emergency services personnel should know about in the event of an emergency. The T-SNAP application form lists several health issues that people might have such as:

• Allergies
• Alzheimer's Disease
• Autism ( Hi / Low Function)
• Blind
• Deaf
• Dementia
• Developmental Disability
• Diabetes
• Life Support
• Mental Health Condition
• Mental Retardation / Intellectually Disabled
• Non-Verbal / Speech Impairment
• Physical Disability

The T-SNAP application form also provides space for other special needs including:

• Dietary issues such as liquids-only or soft food diet or aspiration issues
• Medications being used
• Panic triggers such as noise, yelling, uniforms, loud sounds, being grabbed or touched
• Primary and secondary languages
• Sensory issues to light, sound, texture, touch, et cetera

While the T-SNAP application lists several special needs a person may have, the application form doesn't cover everything but the form does provide space to describe other special needs.

2. Is participation mandatory?

No, participation in the T-SNAP program is completely voluntary. If you or a family member has special needs, you are encouraged to participate. Think of it as helping police, fire and EMS personnel to help you.

3. How much will it cost me?

There are no fees for the T-SNAP program. A generous donation from the Trumbull Rotary Club paid for the T-SNAP materials.

4. My needs may change. Can I update the information after my initial submission?

Yes. You are encouraged to update the information annually.

5. Will the information be shared with anyone other than emergency responders?

No, the information will not be shared with anyone other than Emergency Services personnel. The information will be stored at the Trumbull Police Department and on your refrigerator. In the event of an emergency, information you provide may be broadcast over radio channels which may be heard by the general public.

6. My elderly parents lives in Trumbull. Can I use T-SNAP so that I’m called in the event Emergency Service personnel are dispatched to my parents' home?

Yes, this is an excellent use of T-SNAP. Your parent(s) may be elderly, frail, hard of hearing or there may be a language barrier. By knowing about the emergency event you could help to calm a possibly stressful situation.

7. My neighbor has a key to my house. Can I provide this information on the T-SNAP application?

Yes. If a neighbor or relative has a key to your home you can indicate this on the T-SNAP application form and include their contact information - name, address, phone number.

8. What if I need additional information about T-SNAP? Who should I contact?

Vehicle Park Stickers / Parking Permits

1. Who needs a vehicle park sticker?

Any vehicle that parks in a Town of Trumbull park requires a parking permit (vehicle park sticker).

2. When will I receive the Park Sticker?

Park stickers will be sent  for up to FOUR vehicles  to those with registered vehicles who are paying taxes to the Town of Trumbull. Stickers will be sent with your motor vehicle tax bill in July.  If your vehicle is leased you will receive your park sticker in a secondary mailing in July.

3. What if I did not receive all of my Park Stickers?

You should have received a Park Sticker for up to 4 vehicles in which you are paying the taxes to the Town of Trumbull.  We apologize if you did not receive all of your Park Stickers in the mail.  Please call our office at 203-452-5060 for assistance.

4. Why did I get a Park Sticker for a vehicle I no longer have?

Park Stickers were issued according to the data in the tax database.  Your old vehicle may still be in the database depending on when you sold it, in which case your new vehicle information was not in the system.  You may throw away the Park Sticker with the expired information and contact our office to receive a new sticker.

5. How much is a parking permit if my vehicle is not registered in Trumbull?

Parking permits for vehicles that are not registered in Trumbull may be purchased for a fee of $112. Applicants must present a driver’s license and a current, non-expired, vehicle registration for private passenger and/or combination vehicles for the vehicle they wish to purchase a parking permit for. 

6. Where can I get my vehicle parking permit?

In-Person

Parking permits are available at the Trumbull Parks and Recreation Department, 5892 Main Street. It is the Tellalian Building on the corner of Main Street and Church Hill Road and is open Monday through Friday from 9 a.m. to 5 p.m.

By Mail

If you cannot get to the office during regular business hours, please mail a photo copy of your car registration and your license with a self-addressed stamped envelope and we will return a permit by mail. Please include your name, address, email address and daytime phone number. Please allow two weeks for processing.

7. I have family in town this weekend, can they park their vehicle in the parks?

Yes! Guest parking passes for the parks are distributed in two-week increments. The resident must know the dates of the two weeks they need the pass for when they request it (the dates will be printed on the pass). Residents can obtain the pass in person from the Trumbull Parks and Recreation Department. 

Each household is permitted one free two-week pass per calendar year. Additional passes can be purchased for a fee of $25. Residents must present a valid government issued photo ID as proof of residency (or see additional proof of residency).

8. I have a non-resident who watches my children. Am I able to get them a parking permit so they can take my children to the parks?

Yes! Formerly known as the Nanny Pass, the Companion Pass allows the children of residents to enjoy the parks if they are driven by a non-resident caregiver. Residents can obtain the pass in person from the Trumbull Parks and Recreation Department. Each household is permitted one free caregiver pass per calendar year.

Additional passes can be purchased for a fee of $112. Residents must present a valid government issued photo ID as proof of residency (or see additional proof of residency) along with the driver's license and the car registration of the caregiver.

9. I am unable to drive, but I still want to use the parks. Can I get a special pass?

Trumbull non-driver residents are eligible for a Companion Pass. Residents can obtain the pass in person from the Trumbull Parks and Recreation Department. Each household is permitted one free companion pass per calendar year. Additional passes can be purchased for a fee of $112. Residents must present a valid government issued photo ID as proof of residency (or see additional proof of residency) along with the driver’s license and the car registration of the caregiver.

10. I moved here from another town in Connecticut, how do I get my parking permit?

You can bring documentation and the Trumbull Parks and Recreation Department will change your registration and your license and submit it to the Department of Motor Vehicles (DMV) for you! Once you have submitted the necessary documentation you will be issued a parking sticker for your vehicle.

11. Can I park my commercial vehicle in the Trumbull parks?

No, commercial vehicles are excluded from Trumbull parks by town ordinance.

12. What is acceptable documentation for Trumbull parking stickers?

Acceptable Documentation for Trumbull Parking Stickers

Current Connecticut driver’s license to Trumbull address and a current vehicle registration displaying the tax town as Trumbull (Number 144). See the list provided if you do not have a driver’s license and registration to a Trumbull address.

In order to obtain a vehicle parking sticker, Connecticut vehicles that do not show a tax town of Trumbull on their current registration will be changed in the Trumbull Parks and Recreation office and submitted to the DMV. If your license and/or your registration does not reflect a Trumbull address, then two documents from the provided list must be provided along with your current, non-expired Connecticut vehicle registration. Additional information may be required. All documentation must be in the same name and address of the applicant and the applicant must be present to sign off on the DMV documentation.

Eligible Items

Minimum of two items:

• Credit card statement
• Current residential property tax bill
• Deed or closing papers
• Residential lease in applicant’s name
• Utility bill

Change of Address

If your current license has the change of address sticker on the back and/or your registration has been updated by crossing out the ’old’ address, you will also need to present one of the supporting documents from the list provided.

13. I only spend my summers in Trumbull, am I still eligible for a Park Sticker?

Yes. Those who own a home in Trumbull, but have an out of state car registration are eligible for a parking sticker. Please provide the following documentation: current out of state registration and license, Trumbull property tax bill with resident’s name and Trumbull address, and one additional utility bill reflecting the resident’s name and Trumbull address.

14. I fish and I do not live in Trumbull, can I get a Park Sticker to fish?

Yes you can get a sticker but it will only be valid at fishing locations.  Those locations are Old Mine Park, Indian Ledge Park, Twin brooks Park and Unity Park. 

15. Do I need a Park Sticker to use the Pequonnock River Valley State Park?

No, this is a state park and you may park in the Tait Road or Whitney Ave parking areas without a pass.

16. Can I walk into the parks without a park sticker?

Yes, anyone can visit the park but parking is reserved for only those with a valid park sticker.

17. I lease my car and do not recieve a tax bill from the Town of Trumbull, can I still get a parking pass?

Yes, you should receive a park sticker in the mail.  If you do not please contact our office for assistance. 

18. I received a sticker that said "VOID" on it. What should I do?

Stickers that have the word "VOID" printed on them are not valid and may be thrown away.  Vehicles with a "VOID" sticker will be ticketed.

19. I recently bought a new car. How do I get a Park Sticker?

Yes, you can get a parking pass by coming to the Trumbull Parks and Recreation office with your license and registration.  

20. I drive a company car so my car is not registered in Trumbull, but I live in Trumbull, am I still eligible for a Park Sticker?

Yes. In addition to the current car registration, residents who drive company cars need to provide a letter on company letterhead stating that the car is assigned to them for personal use.  This letter needs to be provided on a yearly basis.  The letter should also include the make and the model of the car as well as the car’s license plate #.
