The Connecticut Emergency Alerting and Notification System (or CT Alert ENS) allows emergency services personnel to notify residents and businesses about a potential emergency circumstance. This system uses the 911 database and citizen opt-in data that residents voluntarily provide (phone numbers, email addresses, etc.).
Connecticut State Statute dictates that CT Alert ENS E911 database can only be used for life-threatening situations. However, the Trumbull Citizen Alert system can be used for non-life-threatening situations.

Due to the Coronavirus, our donations procedure has temporarily changed. Food donations are being accepted, but they need to be pre-arranged with staff. By law, you are obligated to report any motor vehicle accident that has occurred on a public highway and an injury or damage to a vehicle has occurred. When in doubt, contact the local police department or state police troop that have jurisdiction where the accident occurred.
Yes. A request for a Waiver application for a Parking Violation must be made within the 14-day timeframe for payment of violation. Waiver Applications are available at the Trumbull Police Department. Download a Waiver Application form (PDF).
A request for a Waiver Application does not automatically waive the violation. Any requests made after the 14-day timeframe is denied.
While entrance to all Trumbull Parks is open to the public, parking within the parks requires a Vehicle Parking Permit year-round. In accordance with the Parks and Recreation Commission regulations, Vehicle Parking Permits shall be issued to Trumbull Town residents at no cost. Vehicle registration will serve as proof of residency.
Trumbull residents and/or taxpayers who own vehicles paying taxes to a town other than Trumbull are considered Non-Residents. Non-Resident Parking Permits may be purchased for a fee of $112. Vehicle parking permits are stickers affixed to vehicles and are also often referred to as parking stickers or park stickers. Vehicles without current parking permits are subject to a $25 violation.
Present your valid Handicap Permit, along with a completed waiver application (PDF), at the Trumbull Police Department within 48 hours of receipt of Parking Violation to have your ticket voided. Waiver applications may also be obtained at the Trumbull Police Department. However, any future violations of this nature will not be voided.

The Traffic Division will review your request and an on-site inspection will be conducted. Upon the recommendation of the Traffic officers, the request will be referred to the Police Commission for the final approval. Residents should be aware that all traffic control signs and signals must meet standardized traffic control regulations.
One goal of the police department is to make your neighborhood safe and enjoyable for you and your family. Therefore, we encourage you to call us with your concerns at our main number, 203-261-3665, and ask for the Detective Bureau. Detectives will investigate all reports, keep all information confidential, and you will not be mentioned in any reports.
However, all complaints need to be corroborated and you may be asked for your name in the event the detective needs to contact you for additional information or to update the results of your concern.
The Large Item Pickup Program runs from April through September. Appointment requests can begin in March by calling 203-452-5070 or 203-452-5071.
Large Item Pickup is by appointment only. Each household may only schedule one pickup each year. Residents may schedule appointments beginning March 1 using our Large Item Pickup Appointment Reservation System or by calling the Department of Public Works at 203-452-5070 or 203-452-5071.
Residents should schedule appointments early because they fill up quickly. NOTE: There are a limited number of appointments per day, so you must call by mid-July to ensure you get an appointment. Otherwise, you risk not being able to schedule one.
Households are only allowed to reschedule their pickup appointment once. Requests to reschedule must be made at least one day prior to the originally scheduled pickup date.
Town crews will begin in the Southwest Quadrant this year, which is west of Rte. 25, will pick up from Old Town Road moving North, then move clockwise thru the Northwest, Northeast and Southeast Quadrants until finished. Please refer to the Leaf Pickup Quadrants section below for more information.
Payloaders will remove larger piles of leaves first, then crews will return to finish clean up with leaf vacuums. Both phases many not occur on the same day.
Residents can track the leaf collection progress by viewing the 2021/22 Leaf Pickup Progress Map , which is updated daily.
Leaves must be placed on the lawn, at the edge of the curb - not in the roadway. Putting leaves on the pavement is subject to a $90 fine and creates dangerous conditions for vehicles and pedestrians. Leaf piles must be in an accessible location. Leaves will not be picked up if there are branches mixed in with your leaves. Branches will clog the leaf suckers. Do not deposit your leaves on someone else’s property or vacant lot - unless you have the owner’s permission.
Loose leaf collection will be done only once on each street.
Residents may request bagged leaf pickup at any time throughout the leaf pickup program by calling 203-452-5070. All leaves must be in paper bags. Plastic bags will not be picked up.
The residential Water Pollution Control Authority (WPCA) User Rate per Centum Cubic Feet (CCF) for Fiscal 2021 is $6.080 A single fixed residential Unit Charge of $33.000 per quarter is billed every resident with access to the sewer system. Residents not connected are not exempt from this cost.
The number of CCFs each dwelling generates is determined by the amount of water coming into the house. That consumption is measured by their water meters and billed quarterly. The consumption plus the Unit Charge determines the total sewer user bill.
Example: Water consumption of 21 CCF multiplied $6.080 equals $127.68 plus the Unit Charge $33.00 equals $160.68 for the quarter.
The estimated cost to Bridgeport for Sewage Treatment: $6,534,000.00 is based on an estimated consumption of 1,100,000 CCF.
Approximately 65% of the Town of Trumbull has sanitary sewer service.
The most recent sewer expansion project was in North Nichols. It was labeled Phase IV - Part B. Contract IV. It will provided sewer service to 862 residents. The assessments were determined by the actual construction, engineering and administrative costs for this project. The amount assessed is payable over 20 years at an interest rate of 2.75%.

The Town of Trumbull will replace a damaged mailbox and/or post at no cost to the homeowner if damage to the mailbox has occurred as a result of ACTUAL CONTACT between the plow or plowing vehicle. If the damage to the mailbox occurs as a result of the weight of the snow and/or ice contacting the mailbox, then the homeowner shall be responsible for such repairs and/or replacement.

A parking ban is often declared during winter storms to allow the Town to efficiently remove snow from the roadways. During the parking ban, all vehicles must be removed from being parked on all streets.
Vehicles parked on the street may be ticketed and towed at the owner’s expense. If your vehicle is towed due to a parking ban violation, contact the Trumbull Police Department at (203) 261-3665 to find out which tow company was used and how to reclaim your vehicle.

Pursuant to the provisions of Section 12-62 of the State of Connecticut General Statutes and Connecticut Public Act 09-60, legislation requires that Trumbull conducts a revaluation for the October 1, 2021 Grand List.
A Revaluation is the process of conducting a Market Analysis necessary to equalize the values of all properties within a municipality for the purpose of a fair distribution of the tax burden. All residential, commercial, apartments, industrial, vacant land, churches, school buildings and all other real estate will be revalued. The purpose of revaluation is to correct assessment inequities that have developed since the implementation of a previous (2015) revaluation, ensuring an equitable distribution of the property tax burden among taxpayers.
The revaluation will be effective as of the October 1, 2021 Grand List. Tax bills issued in July 2022 will be based upon the new October 1, 2021 assessments.
The Town has contracted with Municipal Valuation Services, Inc., to assist with the revaluation. Representatives of Municipal Valuation Services, Inc. (MVS) will also meet with the public to answer questions about the methods utilized and the resulting assessments.
Each property owner should receive an individual notice of the new assessment by mid January 2022. NOTE: Exemptions (including senior benefits, veterans, disabled, etc.) are not reflected in your revaluation notice.
Take the October 1, 2021 assessed value notice, and divide by .70 to determine the appraised value of your property per the revaluation. Example: $70,000 (October 1, 2021 assessment) ÷ .70 = $100,000 (Market Value appraisal as of October 1, 2021)
If you feel that your estimated Market Value is incorrect, follow the instructions on your notice on how to schedule an appointment with MVS. You must receive a notice prior to scheduling an appointment, as there is information contained in the notice that will be required.

You will be able to search by address to locate your property and review the information that your new assessment was based on. You can also click on this link: https://gis.vgsi.com/trumbullct/Search.aspx. You may wish to compare your assessment with the assessment of similar homes in your neighborhood and throughout the Town. Finally, the website also provides a Sales search utility that is easy to navigate and is designed to help you find properties like yours that have sold within the past six months to a year.
There are two good methods of determining this. First, compare your properties to similar properties that sold in the previous year. Your value should be in line with these sales prices. Second, if no recent sales are available, compare your assessment to other similar properties in your area using the Street Listing of Values available in the Assessor’s Office. Your value should be in line with these similar properties. Remember, very few properties are exactly alike. Your value should be comparable, but it seldom will be exactly the same as what seems to be similar property.
The Grand Levy is the amount of revenue in the Annual Town Budget, which must be raised by the property tax. The remaining balance is received from fees, state and federal assistance and miscellaneous revenue. The Grand List is a listing of all taxable properties located within the Town on October 1, of the grand list year. The property tax rate is expressed in mills or thousandths of a dollar. Example: A tax rate (mill rate) of 35.42 mills (Trumbull’s current mill rate), or .03542 expressed in decimal form, is equivalent to $35.42 of taxes per $1,000 of assessed value. The tax rate is determined by dividing the Grand Levy by the Grand List.
The revaluation will affect your tax bill. The amount of your new tax bill is calculated by multiplying your new assessment value times the new mill rate. Since the new mill rate will not be established until the budgetary process has been completed, it is not possible to estimate your new tax bill at this time.
Again, please DO NOT use the current Mill rate to try to estimate your new taxes as it is based on the 2020 Grand List period of 10/1/2020 to 9/30/2021. Until a total Grand List including new values of all taxable property classes is completed (real estate, motor vehicles, and personal property AND a new Fiscal Year 2022-2023 budget is formally adopted in late Spring 2022, the tax rate and property taxes cannot be determined.
NOTE: A new mill rate will not be determined until after the Town and School budgets have been finalized and approved by the Board of Finance in late Spring 2022.
Homeowners who currently qualify will be notified by mail in February 2022, if they are required to reapply. Any Tax Credits or Exemptions eligible to be received, will be deducted at tax billing time. The Town holds a Household Hazardous Waste event every year, usually in October. A flyer with the next upcoming date and list of acceptable items will be posted on the town website.
Fluorescent bulbs can be brought for recycling to the Transfer Station or to Home Depot. Incandescent bulbs can be thrown in the household trash.
Water-based, as well as latex-based paint needs to be dried up with Speedi Dri or kitty litter, and then can be either thrown in your regular trash or brought to the Transfer Station. Oil-based paint should be taken to a Hazardous Waste Day event.Per the Connecticut Paint Stewardship Program (Enacted July 1st, 2013), paint retailers offer year-round, free collection of latex, and oil-based paints. Please check with your paint provider for details.

The town's Single Stream Recycling program allows residents to put all recyclable items in one single container without separation. It also added more items to the list of accepted recyclables. Batteries, motor oil, antifreeze and cooking oil are all accepted for recycling at the Transfer Station. These items are no longer accepted at the Highway Department.
Residents can bring leaves and brush to the Transfer Station. Leaves must be loose or in paper bags (no plastic bags) and tree limbs and logs must be no longer than 4 feet long and 6 inches wide. Commercial contractors must purchase tickets from the Highway Department. Tickets are $8 for up to 125 pounds.

The Transfer Station does not handle cash transactions. Payment must be made by credit/debit card only directly at the Transfer Station. Tickets are no longer being sold.
The Town will pick up downed branches/trees if they’ve fallen in the street, which are moved to the side of the road by the Highway Department. Otherwise, you may make an appointment for your once-a-year bulk pick-up, a program which generally runs from April through September. The branches would need to be cut to within 4 feet in length and no larger than inches wide pieces, bundled and stacked neatly and placed curbside.

The Trumbull Tree Warden plays a vital role in the communication between the homeowner and their utility company. Under the law, the removal or pruning of trees in or around utility lines should only be performed by United Illuminating (UI) and Eversource contractors. All removals and pruning are performed to the specifications approved by our Tree Warden, who will issue permits on a tree-to-tree basis to UI and Eversource contractors to remove and clear electrical utility lines.
All recommendations made by the Trumbull Tree Warden are intended to reduce the risk of tree failure and hazardous conditions that public trees may pose. This process cannot eliminate such risk, especially in the event of a storm or any other “Act of God.”

The Trumbull Tree Warden utilizes the International Society of Arboriculture (I.S.A.) standards for mitigation and American National Standard Institute’s (ANSI) A300 pruning practices as follows:
Most tree checks are completed within two weeks. The more urgent situations will be given priority.
Before any tree work can be performed on private property, utility contractors must notify tree owners, except under certain easement conditions. Door hanger notifications are provided when tree owners are not home. For work on public property, the appropriate highway official or municipal tree warden generally grants permission.
Eversource and UI undertake two types of tree work:
Trees that are decayed, insect-infested, damaged or structurally weak may be removed.
Small trees and saplings that are capable of growing into the conductors are normally removed before they grow tall enough to interfere with the lines.
Limbs are pruned using a tree-care industry technique known as “target pruning”. Each limb is pruned back to a point where it meets the branch collar so that the pruning cut will callous over and prevent decay of the pruning wound.

When a tree falls from private property into a town road or into the “Right-of-Ways” the town will remove all the branches and wood within the “Right-of-Ways” up to the property line to allow movement of traffic for the public and emergency vehicles. The town will remove materials within the “Right-of Way” as soon as possible, however, during storm events the town may temporarily push the tree or its branches to the side of the road until further clean up becomes practicable.

The Town of Trumbull will regularly mitigate a hazardous tree and leave the larger portions to be cut and removed at a later date when Department of Public Works crews are available to assist. There are certain safety circumstances that the law allows the electric company to trim or remove a tree without notifying the property owner, with the Public Utilities Regulatory Authority (PURA) making the final decision in most cases.
If the ETT assessment recommends that a tree be removed, the property owner has the right to object and is under no obligation to sign off on the removal recommendation. The property owner may request that a tree only be pruned if said pruning will satisfy the maintenance and safety requirements of the utility provider.

The problems associated with the decline of Ash trees within the state is twofold; Initially a disease commonly called “Ash Yellow” severely weakened the stands within the state’s forested areas only to be followed by the introduction of an invasive insect call Emerald Ash Borer about a decade ago.
At this time it has fully matured within our natural stands and we are now experiencing mass failure.
Unfortunately this is not reversible and will result in the virtual elimination of the ash tree from our forests as did similar events of decades past with the Chestnuts and American Elm trees.

Your old vehicle may still be in the database depending on when you sold it, in which case your new vehicle information was not in the system.
