[ARCHIVED] Permits, Inspections, and UPDATED Land Use Applications Guidance - Effective 05/01/20

Note: On May 1, 2020, all land use commissions (WPCA, Inland Wetlands and Watercourse, Zoning Board of Appeals and Planning and Zoning) will begin accepting land use applications again.  Detailed information is provided below.


(Updated - Effective 3/23/20-still in effect) Residential and Commercial Permits

  • Due to the COVID-19 preventive measures implemented by the Town of Trumbull, which includes the closure of the Town Hall facility to employees and the public, the permitting process has changed until further notice.
  • Staff will be working from home to the degree possible and will be responsive to residents and other customers.  We ask for your patience during this time.
  • To request a residential or commercial permit send an email explaining your project to buildinginfo@trumbull-ct.gov.
  • Staff will review the request and follow up with you and other relevant departments via email with next steps related to your specific request.
  • Permit forms can be downloaded at https://www.trumbull-ct.gov/632/Permits-and-Applications.
  • For Inland Wetlands and Watercourse Commission applications: https://www.trumbull-ct.gov/DocumentCenter/View/829/Inland-Wetlands-and-Watercourses-Application-for-Permit-PDF 
  • Submit permit form and plans for residential and small commercial projects electronically to buildinginfo@trumbull-ct.gov  using www.wetransfer.com. The wetransfer.com website allows you to send a file free.  It is mandatory that you submit your file using wetransfer.com.
  • WPCA and street opening matters, contact William Maurer, Town Engineer and WPCA Administrator at wmaurer@trumbull-ct.gov  or 203-452-5050.
  • To submit detailed commercial plans, please email the building department at buildinginfo@trumbull-ct.gov  to discuss plan submission for your project.  These projects will be handled on a case-by-case basis and may require plans be sent via wetransfer.com now and carrier mail when business returns to normal operations.
  • An email from each department relevant to your request, (Building, Fire Marshal, Planning and Zoning, Engineering, Wetlands, WPCA) will be sent to you that will include all department staff required to review your permit request.
  • Each department will send you specific feedback on your permit request with instructions regarding fee rates and instructions for mailing your permit payment. Staff will be replying to all on the group email to keep all departments informed.
  • No inspections will be conducted until all departments receive permit fees.
  • Please continue to check the Town of Trumbull website at www.trumbull-ct.gov for permitting and other updates.
  • Staff will be responding to email and telephone calls to address any questions or special circumstances.

(Update-Effective 3/23/2020) Residential and Commercial Inspections

This guidance applies to inspections from the Fire Marshal, Building Department, Planning and Zoning, Engineering, Wetlands and WPCA.

  • Due to the COVID-19 preventive measures implemented by the Town of Trumbull, which includes the closure of the Town Hall facility to employees and the public, all indoor and outdoor residential inspections for single-family homes and occupied multi-family units are suspended until further notice.
  • Staff will be working from home to the degree possible and will be responsive to residents and other customers.  We ask for your patience during this time.  
  • Outdoor inspections for residential properties are suspended until further notice. 
  • Existing commercial building inspections are suspended until further notice. 
  • New commercial construction inspections will continue at this time, however, this may change if further restrictions are put in place by the State and Federal government.
  • If any worker at a new commercial site becomes ill, please call to cancel your inspection appointment.
  • Please continue to check the Town of Trumbull website at www.trumbull-ct.gov for inspection and other updates.
  • Staff will be responding to email and telephone calls to address any questions or special circumstances.

(Effective 5/1/2020) Applications for all Land Use Projects (Commercial and Residential) 

On May 1, 2020, all land use commissions (WPCA, Inland Wetlands and Watercourse, Zoning Board of Appeals and Planning and Zoning) will begin accepting land use applications again.  Please read and follow the guidance below to insure your application is properly received:

  • Due to the COVID-19 preventive measures implemented by the Town of Trumbull which includes the closure of the Town Hall facility to the public, applications for all residential and commercial land use projects will be accepted electronically for the foreseeable future.
  • For Planning and Zoning and Zoning Board of Appeals, please submit full electronic applications (excluding the “Department Application Sign-off Page) to both Rlibrandi@trumbull-ct.gov and Lfinger@trumbull-ct.gov  utilizing www.wetransfer.com. The wetransfer.com website allows you to send a file for free. Please be sure to send you application file to both of the emails above.
  • For Inland Wetlands and Watercourse Commission (IWWC), please contact Tatiana Solovey at tatianas@trumbull-ct.gov for the checklist requirements and fee amount approval. The check list will be emailed to you. Upon checklist approval, please submit full electronic applications to both tatianas@trumbull-ct.gov and clombardo@trumbull-ct.gov  utilizing www.wetransfer.com. The wetransfer.com website allows you to send a file for free. Please be sure to send you application file to both of the emails above.
  • Do not email applications to any other individual staff member or do not email to staff without going through wetransfer.com due to security and file size capacity limitations. 
  • In addition to filing your application electronically, please drop off 12 full size paper copies of the application and plans to the Trumbull Library Book Drop off in three separate envelopes addressed to the Planning and Zoning Department and/or IWWC.   The Trumbull Library Book Drop off is at 33 Quality Street to the right of the front Library Entrance.

  • You will receive a confirmation email from Planning and Zoning and/or IWWC Staff that your application has been received.
  • Staff will contact you if additional information is required.
  • Staff will circulate your application to all appropriate departments on your behalf.
  • Timelines:  For applications requiring a public hearing, in most instances under CT law the land use board or commission has 65 days after receipt of the application to commence the public hearing.   Pursuant to the Governor’s Executive Order 7-I (19), the board or commission may extend this time requirement an additional 90 days.  
  • Do not assume your application will be scheduled for a public hearing at, or will otherwise appear on, the next regularly scheduled meeting date.  Given the unprecedented situation we are faced with, and the need to manage meeting content, you will be assigned a date for your project to be presented to the appropriate board or commission by staff.
  • For purposes of statutory time requirements, pursuant to CGS Sec. 8-7d(c), the “date of receipt” (or start date) of your application will remain the date of the next regularly scheduled meeting even if your application is not scheduled to appear on the agenda for that meeting.
  • Once a public hearing is scheduled, staff will provide detailed meeting instructions to applicants. At this time, applicants should send notice of the public hearing by U.S. mail to adjacent or nearby property owners pursuant to the requirements of the Town’s Zoning Regulations and/or Wetland Regulations.
  • You will be required to mail your application fee to Planning and Zoning Department and/or IWWC at Town Hall, 5866 Main Street.
  •  If payment is not received by your scheduled meeting date, the matter may not be scheduled or may be denied by the board or commission for being an incomplete application.
